The Norwegian electricity price committee has been given the impossible task of coming up with a solution on how to build more power and at the same time ensure a surplus of power in a system where pricing is based on supply and demand. What the market would normally resolve over time as a result of supply and demand must be resolved much more quickly. For innovation and new technology, the state is willing to cough up billions of kroner for risk-relieving measures – precisely to reduce uncertainty.
