The objective and purpose of the assignment is to assist the Government of Viet Nam and the Provincial People’s 
Committees of Nam Dinh Province in preparing the Climate Change Adaptation of Nam Dinh Water Resources System Project 
for prospective financing by the Asian Development Bank, other sources of official development assistance, and 
government counterpart sources. The assignment is expected to commence approximately on 30 May 2024 and be completed by 
30 June 2026. 
The primary objective of the Climate Change Adaptation of Nam Dinh Water Resources System Project is to build climate 
resilience of the sector with focus on flood risk management and water availability during droughts. The project will 
improve irrigation services for agriculture, provide water supply for domestic use, improve drainage for better flood 
control, and enhance river transportation of agricultural products to ultimately reduce vulnerability of rural 
communities to climate change impacts. The project will also complement the efforts of the Ministry of Agriculture and 
Rural Development (MARD) in promoting ecologically sustainable agriculture, vibrant countryside built on local 
traditions, and innovative farmers.
